Financing and Capacity-building for locally led climate action in the buildings sector

Despite their central role in climate action, less than 10% of climate finance is accessible to subnational governments (Local Finance is Development Finance, Local2030, 2024), limiting their capacity to deliver resilient infrastructure and low‑carbon housing. As USD 300 billion were annually pledged in the Sevilla Platform for Action, we must collectively identify key mechanisms to deliver action on the ground and make sure we deliver change beyond grant cycles.

The buildings and construction sector represents one of the most impactful levers for climate mitigation and adaptation, accounting for over 30% of global energy‑related emissions. Cities sit at the frontline, with local policymakers uniquely positioned to accelerate decarbonization of the buildings sector through aligning and implementing local and national sustainable building codes and standards, zoning and land use regulations, and sustainable public procurement approaches (lead by example) (Local Solutions for Green Buildings and Construction – Accelerated Through Multilevel Action and Partnership, Position Paper of the Subnational Action Groups, 2024).

This event features key mechanisms from ZERB and Integrated Local Financing Frameworks (ILFFs) proven methodologies for i) Strengthening multilevel governance approach, ii)Fostering inclusive partnerships, iii) Shifting from isolated building‑level actions to macro-, district‑ and city‑scale strategies and iv) Strengthening the capacity of local and regional governments to enforce national building standards and regulations.
